You just got the keys. Somewhere in the paperwork is an electricity supply you are now responsible for — often on a contract chosen by someone else, in a language you may not read fluently, billed by a company you did not pick. This guide walks you through sorting it out, from the name change to reading the bill to knowing your rights when the lights go out.

What happens with the utilities when you buy a house in Spain?

At completion you get the property — but the electricity, water and gas contracts stay in the seller's name. Nothing switches automatically. Until you act, bills either keep going to the old owner or, worse, go unpaid and put the supply at risk.

Your first job is to move the electricity contract into your name. (Your first winter in the house will also be colder than you expect — here is why Spanish houses are so cold in winter.) And before you do, it helps to understand what actually drives the number at the bottom of a Spanish bill — because the name change is your best chance to fix it.

The three levers that drive your bill

Most people fixate on one number: the price per kWh. In Spain three levers matter, and the price of energy is only one of them.

  1. Contracted power (potencia contratada) — a fixed charge you pay every day for the capacity you reserve, whether you use it or not.
  2. Tariff type — fixed, time-of-use, or indexed/dynamic. This decides when power is expensive for you.
  3. Consumption (consumo) — how many kWh you actually use.

Contracted power: the lever nobody explains

Potencia is both a cost dial and a reliability dial. Set it too high and you overpay a fixed amount every single day for capacity you never draw. Set it too low and a device called the ICP trips your whole home the moment you exceed it — mid video call, oven and kettle on at once. Standard residential power steps (2.0TD) and who they suit:

Moving up a step adds only a modest fixed amount each month (typically a few euros per extra kW), so it is cheap insurance against trips — and moving down a step, if you are oversized, quietly saves that same amount every day.

How to size it without an engineer: don't add up every appliance — add up what you realistically run at the same time. Rough simultaneous loads:

If your power trips when the A/C and kitchen run together, you are under-contracted. If it never trips but you are always "managing" what you switch on, probably still under-contracted. If it never trips and you never think about it, you may be over-contracted — and paying for headroom you don't need.

Most people buying a lived-in home are in the left column — a simple name change, no new wiring. If the house stood empty and disconnected for years (common with rural or long-vacant coastal properties), you may need a boletín from a registered electrician and fall into the right column.

Who do you contact — and the distributor trap

You contact a comercializadora (the supplier — bills you, and whose tariff you choose). You do not contact the distribuidora (the distributor — owns the physical wires and meter). You cannot choose your distributor; it is fixed by where the property is. You do choose your supplier.

Step by step: taking over the contract

Usually done online or by phone.

  1. Get the CUPS and the seller's last bill — ideally before you get the keys.
  2. Decide: keep the supplier, or switch? A name change and a supplier switch can be done in one move. You are not obliged to stay with whoever the seller used.
  3. Contact the supplier and request the cambio de titularidad.
  4. Submit your documents — NIE, CUPS, IBAN, proof of ownership.
  5. Confirm the tariff and contracted power. This is where money is won or lost.
  6. Wait ~2–3 weeks. Supply keeps running the whole time — no cut-off during a name change.

Don't just inherit the seller's contract

The default when you take over a supply is to keep the previous owner's supplier, tariff, contracted power and any add-ons. That setup was built around their life — and possibly around a promotion that expired long ago. The name-change moment is the low-friction window to review all of it at once:

  • Contracted power — right-size it (see the levers section above).
  • Tariff type — a home that is empty on weekdays has a completely different ideal tariff to a full-time residence. If you are away in the expensive evening peak, an indexed or dynamic contract can work in your favour.
  • Optional add-ons (servicios opcionales) — maintenance and "protection" services quietly padding the monthly total.

The terms you'll actually see

A quick glossary — these appear on bills, portals and phone calls.

  • CUPS — the supply point's permanent ID (20–22 characters, starts with "ES"). Stays with the property forever.
  • Potencia contratada (kW) — contracted power; your fixed capacity charge.
  • Consumo (kWh) — energy actually used.
  • Peajes / cargos — regulated network and system charges on every bill, the same whoever supplies you.

  • Bono social — a regulated discount for eligible low-income households.

How to read a Spanish bill (so you can compare offers)

  • Potencia — fixed cost for your contracted kW.
  • Energía — the kWh cost of your consumption.
  • Peajes / cargos — regulated charges you pay regardless of supplier.
  • Impuesto eléctrico — a specific electricity tax.
  • IVA — VAT on top (21% in 2026).

The comparison method that works: never compare only the advertised kWh price. Ask four questions:

  1. What is the annual standing cost for my contracted power?
  2. What is the kWh rate, and is it fixed or indexed?
  3. Are there time periods, and do they match my usage hours?
  4. Is there a contract term and an exit penalty?

Cheap-looking headline rates often regain their margin through the standing charge or bundled "maintenance" add-ons. The four questions surface that.

A tax note: Spain ran a temporary reduced VAT of 10% during the energy crisis. That relief lapsed — from mid-2026, electricity VAT is back to the standard 21%. If your bill looks higher than an older guide suggested, that is part of why.

Why is electricity "cheap" in Spain? And where is the cheapest in Europe?

Spain's cheap-power reputation is relatively true, with nuance.

Spain sits below the EU average, thanks to heavy solar and renewable generation that drags down midday wholesale prices, historically cheaper gas imports, and lower taxes than the EU norm. Against Germany or Ireland, a Spanish household pays far less for the same usage.

But "below average" is not "cheapest". All-in household prices across Europe (Eurostat, taxes included; rounded, and they move each release):

So where is the cheapest electricity in Europe? Within the EU it is Hungary, Malta and Bulgaria — but largely because their prices are heavily regulated, not because the power is cheaper to make. Spain's low prices come from a genuinely clean, cheap generation mix. That same sunshine is why solar panels pay back faster here than anywhere in northern Europe.

One honest caveat: "cheap" varies through the year. Summer 2026 saw wholesale prices spike on gas-market tension even as midday solar sent some hours negative. Spanish power is cheap on average and at the right hours — not cheap all the time.

What you might pay: typical monthly ranges

Costs depend on insulation, A/C habits, whether you heat with electricity, contracted power and tariff. As a rough guide for a coastal home on the Costa Blanca or Costa Brava (typical, not guarantees):

The story is seasonality. If your April bill is €55 and August is €110, that is usually not an error — that is air-conditioning. In much of Spain, summer is the peak-bill season, the inverse of northern Europe.

Find the culprit before you blame the tariff. In most holiday homes it's a permanently running fridge and a water heater left on all week — both are worth costing out.

Why is my electricity bill so high in Spain?

If the bill feels high despite the cheap-power reputation, it is almost always the contract, not the market:

  • Oversized contracted power — paying daily for kW you never draw. Very common on inherited and second-home contracts.
  • The wrong tariff for your hours — on a time-of-use or indexed plan while using most power in the expensive evening peak.
  • Expired promotional discounts — the intro deal rolled off, the contract stayed.
  • Optional add-ons — maintenance and "protection" services padding the total.
  • Summer A/C — July–August cooling is the biggest single driver on the coast.
  • Standing charges and taxes — a fixed chunk of every bill, independent of how little you use.

The fix is rarely "use less" — it is usually "stop paying for the wrong contract".

Who is the cheapest electricity supplier in Spain?

There is no honest single answer — anyone who names one flat out is overselling.

The "cheapest" supplier depends on your consumption: how much, when, your contracted power, and whether a fixed, time-of-use or indexed tariff fits your pattern. A supplier that is cheapest for a full-time family cooking at 9pm can be the wrong choice for a weekend second home. Switching supplier as a foreigner: is it a hassle?

Less than you would expect:

  • Your supply never gets interrupted — it is a contractual change; the electricity does not stop.
  • The distributor and wires do not change — same meter, same reliability, only the billing company changes.
  • It is free, with usually no exit penalty on standard contracts (fixed-term deals can be an exception — check first).
  • You can switch anytime, not only at the name-change moment.

When the power goes out: your rights

Spain's grid is generally reliable, but 2025's high-profile outage moments put supply quality back in the conversation — we covered the fallout in the April 2025 blackout and your bill. Two separate compensation tracks exist, and people routinely confuse them.

Track 1 — automatic quality-of-supply discount. Under RD 1955/2000, if your distributor exceeds the annual interruption limits for your zone, it owes you a discount applied automatically to a bill in the first quarter of the following year. The thresholds:

  • Urban

  • Semi-urban

The amount is formula-based (contracted power × interruption hours × average energy price), capped at 10% of your annual billing. As a scale reference, consumer groups estimated a home with 4.6 kW and an ~11-hour urban outage would be owed around €15. "Automatic" deserves a raised eyebrow, though — after the April 2025 blackout, consumer groups reported distributors that failed to apply it. So check your January–March bills for the discount line, and claim it in writing if it is missing.

Track 2 — individual damage claims. Spoiled food, a fried appliance, a lost work day: a separate reclamación to the distributor, which lives or dies on documentation. Keep an outage log — date, start, end, what failed, what it cost, with photos and receipts.

Useful phrase: "Hemos tenido cortes de luz repetidos; quiero presentar una reclamación formal" — "We have had repeated power cuts; I want to file a formal complaint."
